When the 100 fill — that's it, forever
No 250-seat "second wave." No expanding the roster because it sold well. Once seat #100 is claimed, enrollment closes permanently and never reopens. The only seats that ever come available again are retired ones: a member leaves, their number goes on the wall unreissued, and the vacated seat goes to the next name on the waitlist — in order, no exceptions.
